    This message is propaganda because it is telling someone if they don't know this rule than they are stupid. This is probably beneficial to the community as it most likely will help them with this new rule. They are saying you are stupid if you don't know this so you want to read it. This appeals to social fear because nobody wants to be or feel stupid.
